Health Minister Mohamed Mchengerwa has announced a definitive, high-level strategic shift aimed at rapidly accelerating the construction of domestic pharmaceutical and health product factories. The initiative is designed to reinforce national health security, drastically reduce reliance on medical imports, and establish Tanzania as a competitive manufacturing hub across the African continent and global markets.
A Direct Focus on Quality and Standards
Addressing domestic manufacturers and health product suppliers, Minister Mchengerwa clarified that local industrialization is no longer a trial initiative but an immutable state policy.
The ministry emphasized that sustainable national health security cannot rely on imports, demanding instead that local facilities achieve World Health Organization Good Manufacturing Practices (WHO-GMP) standards. Highlighting a significant regional performance gap, the minister noted that in 2023, Tanzania’s pharmaceutical exports stood below USD 1 million, compared to Kenya’s exports exceeding USD 140 million. This disparity, he noted, stems strictly from standard compliance rather than market access.
Operationalization of the Green-Lane Approval System
To eliminate long administrative cycles, the government has formalized the Green-Lane Approval System under the Pharmaceutical Investment Acceleration Programme. Managed by the newly formed Pharmaceutical Investment Acceleration Taskforce (PIAT), this framework ensures rapid, clear, and predictable decision-making for serious investors.
As part of this accelerated framework, the Ministry of Health has officially issued an international Expression of Interest (EOI) to attract domestic and global capital, foster strategic joint ventures, and drive factories toward global quality benchmarks. The binding submission deadline for the EOI is scheduled for March 2, 2026.
Mandate for Internal Producers and Importers
The state’s industrial policy outlines clear operational guidelines for existing market players:
- Quality-Driven Protectionism: Government support and market protection will be directed exclusively toward factories that meet or demonstrate a transparent path to international standards. Compliance will not be waived simply on the basis of domestic ownership.
- Zero Tolerance for Sabotage: The ministry issued a stern warning against any internal or external efforts to delay or compromise the national pharmaceutical industrialization agenda.
- Transition Opportunities for Importers: Traditional pharmaceutical importers are urged to pivot from distribution to local production through technology transfers, joint ventures, and long-term capital investments.
The Ministry of Health, backed by high-level policy alignment and strong regional demand, has urged financial institutions and private equity firms to back these industrial projects, positioning Tanzania as a highly viable commercial gateway for healthcare manufacturing.
